TALIDANDAGANU' 293 LODGE RULES
I. MISSION OF THE LODGE
It is the mission of our Lodge to achieve the purpose
of the Order of the Arrow as an intergral part of the Boy
Scouts of America in the council through positive youth
leadership under the guidance of select capable adults
II.NAME AND AFFILIATION OF THE LODGE
A. The name of this Lodge in the Order of the Arrow shall be
Talidandaganu' Lodge 293, Wimachtendienk, Wingolauchsik, Witahemui.
B. The Lodge shall be affiliated with the Cherokee Area Council,
Boy Scouts of America, and shall be under the supervision of the
Council Camping Committee and the administrative authority of it's
Scout Executive.
C. All uniform regalia and insignia will be worn per the latest
edition of the official BSA publications and the most recent
edition of the Order of the Arrow guidelines.
D. The totem of this Lodge shall be that of an Eagle in flight.
the official Lodge patch shall be of the pocket flap type,
designed and recommended from time to time by the Lodge Key
Three (this includes the Lodge Chief, Lodge Advisor, and the
Staff Advisor) and approved by a majority of the Lodge
Executive Committee (hence forth referred to as Executive
Committee) with the consent of the Scout Executive.
III.ELECTION TO MEMBERSHIP
A. The requirements for membership in this lodge are as stated
in the current printing of the
Order of the Arrow Handbook
and
Order of the Arrow guide for officers and advisers.
B. Procedures for the Ordeal shall be as stated in the most
recent edition of the
O.A. Handbook
and the
Administration
Guide for the Ordeal.
IV.OFFICERS
A. The officers of the Lodge shall be: Lodge Chief,Lodge Vice-Chief,
Lodge Secretary, Lodge Treasurer, and Member-at-Large. These
elected must be under 21 years of age throughout the entire term of
office, also they must be able to participate in the Lodge program.
B. And other such officers as deemed necessary by the Executive
Committee and submitted by the Nominations Committee.
C. Duties of the officers (stated in IV. A.) will be in
accordance with the latest edition of the O.A. Handbook.
D. Duties of the officers (stated in IV. B.) will be as deemed
necessary by the Executive Committee.
E. The chapter officers shall consist of Chief (who will be
appointed by the Lodge chief), and a Vice-Chief and Secretary
(appointed by the Chapter Chief with the consent of the Lodge
Chief), with similar duties and identical requirements of the
Lodge officers.
F. All Lodge officers shall be elected at the Winter Banquet and
will be installed January first of the following year.
G. The Executive Committee shall be composed of the elected Lodge
Officers, immediate past Lodge Chief, Lodge Operating
Committee Chairmen, Lodge Adviser, Staff Adviser, Council
Camping Committee Chairman and the Scout Executive.
H. The voting members of the Executive Committee shall be the
elected Lodge officers, immediate past Lodge Chief and Chapter
Chiefs.
I. The Executive Committee shall base its operation closely on
the guidelines in the O.A. Handbook.
J. If any Lodge officer hasn't for any reason been elected by
January 31st, the Lodge Chief may appoint that officer with
the approval of the Executive Committee.
V. BROTHERHOOD MEMBERSHIP
Completion of Brotherhood membership shall be in accordance
with the requirements in the current printing of the
Order
of the Arrow Handbookand the
Order of the Arrow Guide for
Officers and Advisers
VI. VIGIL HONOR
Attainment of the Vigil Honor shall be in accordance
with the requirements in the current printing of the
Order
of the Arrow Handbookand the
Order of the Arrow Guide for
Officers and Advisers
VII. FINANCES
A. Dues may be charged to the Lodge membership to Cover cost
of administrative expenses. The amount will be determined by
the Executive Committee and approved by the Scout Executive.
Chapters may not charge dues. The fiscal year for dues shall
run from January 1 to December 31. Members not paying dues by
March 1 shall be considered inactive.
B. A budget shall be prepared from estimates of the Chapters
and Lodge expenses each year by the Lodge Treasurer, presented
to the Executive Committee and approved by the Scout Executive,
for the operation of-the Lodge. Major expenditures of the
Lodge require approval of the Lodge Adviser, Staff Adviser or
Scout Executive before the commitment of funds. All bills
submitted for payment must be accompanied by appropriate
receipts and have the needed endorsement of the Lodge Adviser,
Staff Adviser or the Scout Executive.
C. All Order of the Arrow funds shall be handled through the
Council Office and go through all normal accounting procedures
used by the Cherokee Area Council.
D. Inactive members may be restored to active status by paying
back dues for one (1) year and the current year.
E. Transfer members into Talidandaganu' Lodge 293 who hold active
membership in another O.A. Lodge may become active members of
Talidandaganu Lodge 293 by paying 1/2 of the current Lodge
dues.
VIII. VOTING
A. All members of the Lodge under 21 years of age are eligible to vote.
B. All members of the Lodge 21 years of age and older have no
vote in the Lodge.
C. All voting members must be in good standing and registered in
Scouting.
D. A quorum of the Lodge shall not consist of less than 1/3 of
the number of members at the last charter renewal.
E. Members of the Lodge who at the time of their induction were
18 years of age or older have no vote in the Lodge.
IX. STANDING COMMITTEES
A. The standing committees of the Lodge shall be: Indian Affairs,
Camp Promotions, Training, and Nominations. Each shall have
a chairman appointed by the Lodge Chief with the approval of
the Executive Committee. Each of these Chairmen shall be a
voting member of the Executive Committee.
X.NOMINATION COMMITTEE
A. The Nomination Committee will be appointed by the Nomination
Committee Chairman and be composed of x members of the Lodge
in good standing, approved by the Executive Committee.
B. The Nomination Committee will start work 90 days before the
election.
C. The names and addresses of the Nomination Committee will be
sent out to the Lodge members with an invitation to submit
names to be considered for final recommendations.
D. The Nomination Committee's recommendations will be mailed out
to the membership fourteen (14) days before the election.
E. Nominations can be accepted from the floor.
F. Whenever more than two nominees are put before the Lodge,
voting will be by secret ballot.
XI. MEETINGS AND GATHERINGS
A. Executive Committee meetings (minimum 8)
B. Ordeals (2)
C. Workdays (minimum 1)
D. Camp Fellowships (1 per week of Summer Camp)
E. Banquet (1)
F. Lodge Officer Training Conference (1)
G. Any other events as they may come up.
XII. COMMITTEES
A. Any committees, permanent or ad hoc, may be appointed by the
Lodge Chief. However, each Committee Chairman must report
and show it is doing its job to remain on the Executive Committee.
XIII. GENERAL
A. All power, authority, duties and functions of the membership,
officers and Chapters shall be exercised in the strict
conformity to the applicable regulations of the Boy Scouts of
America.
B. In the event that any elected officer is unable to fulfill his
duties, a letter of resignation shall be submitted to the
Executive Committee, and a temporary officer to complete the
former's term of office shall be appointed by the Lodge Chief
with the approval of the Executive Committee.
C. Any elected officer of the Lodge may be impeached by the
affirmative vote of a majority of the Executive Committee and
removed from office by a subsequent vote of 2/3 majority of
the Lodge members present. Officer shall be informed by
written notice.
D. If any voting member of the Executive Committee is not present
at three (3) consecutive Executive Committee meetings without
an acceptable reason, he shall be removed from his position,
and the Executive Committee shall take action to replace him.
E. The Executive Committee is responsible for all interpretations
of these Rules.
F. All Executive Committee meetings and any other business
meetings of the Lodge shall be conducted by the most recent
edition of Robert's Rules of Order.
G. All Lodge members are required to wear an appropriate outfit
or full Scout or Venture uniform, including Order of the
Arrow sash, while attending any Lodge induction ceremony, and
any regular meetings of the Lodge Executive Committee, and
at Chapter meetings.
XIV. AMENDMENTS TO THE LODGE RULES
A. A proposed amendment to the Lodge Rules must be approved by
the Executive, Committee and sent out by mail to the membership
the Lodge at least ten (10) days before a called meeting of
the entire Lodge. Passage of the amendments requires a 2/3
approval of a quorum of the Lodge membership.
B. The Lodge Rules shall be reviewed by the Executive Committee
at least one time per year, for its application and accuracy,
and/or need for additional amendments.
